It is reported that Rs. 50 lakh was allocated in the first phase under the Musahar Dalit Housing Construction Program. Raj Kumar Saday serves as the chairman of the committee formed to implement the program.

According to Chairman Saday, during a dispute over the budget and funds, Mainali used abusive language, hurled insults, and assaulted them. Additionally, allegations have emerged that they were forced to put thumbprints on a check under pressure and threats.

Although the incident was not discussed publicly for a long time, it reportedly came to light after the Commission for the Investigation of Abuse of Authority (CIAA) began investigating the budget and program details.

An impartial investigation appears necessary regarding the use of the budget allocated for housing construction for the Dalit and marginalized community, the role of the committee, the alleged thumbprint on the check, and the details of fund disbursement and expenditure.
