India and Nepal Sign MoUs for NRs 390 Million Community Projects: Will Aid Truly Reach the Grassroots?

On July 21, 2025, the Embassy of India in Kathmandu, the Ministry of Federal Affairs and General Administration of Nepal, and several project implementing agencies signed Memorandums of Understanding (MoUs) to implement five High Impact Community Development Projects (HICDPs) in Nepal. The total estimated grant assistance from the Government of India for these projects is NRs 390 million.
The five projects include the construction of Shree Jan Shakti Secondary School Building in Bateshwor, Dhanusha; Shree Mahobani Padam Secondary School in Pokhariya, Parsa; Shree Basuki Secondary School in Mellekh, Achham; a school building, hostel, and library at Benga Sah Secondary School in Prasauni, Bara; and a 5-bed hospital building in Nashon Rural Municipality, Manang. These projects will be carried out through local authorities and institutions of the Government of Nepal, including municipalities and rural municipalities.
According to the officials, these initiatives are expected to improve access to education and health services in the respective areas. Since 2003, the Government of India has supported a total of 579 such projects in Nepal, with 496 completed across various sectors such as health, education, drinking water, connectivity, sanitation, and public utilities. The remaining projects are at different stages of completion.
Both India and Nepal describe these efforts as an example of their ongoing cooperation. The implementation of these HICDPs is seen as supporting Nepal’s development goals, particularly in priority sectors. The new agreements reflect a continued commitment to strengthen bilateral ties through community-level projects.
As work begins on these projects, their progress and impact will be observed by stakeholders in both countries. The outcomes are expected to contribute further to the ongoing cooperation between India and Nepal.
