Mr. Trump reportedly inspected the Qatari jet in Palm Beach in February. A document dating back to 2015 describing the aircraft noted that it currently features three bedrooms, a lounge area, and an office.   

According to a Qatari official quoted in reports, the jet is intended as a gift from Qatar's Ministry of Defense to the Pentagon and would require substantial modifications to meet the rigorous security standards required for an Air Force One aircraft.

The most significant point of contention surrounding this potential gift centers on its legality under US law, particularly the US Constitution. A critical provision within the Constitution, known as the Emoluments Clause, explicitly states that no elected official may accept "any present... or Emolument, of any kind whatever, from any King, Prince, or foreign State" without the express consent of Congress. Experts on American history suggest this clause was included by the nation's founders specifically to prevent foreign governments from gaining undue influence over or potentially bribing US officials.

Several senior Democratic politicians have been quick to argue that accepting this multi-million dollar gift would constitute a clear violation of the Constitution, labeling the potential move as "highly illegal." Constitutional law experts speaking on the matter have also commented that a gift of this scale and nature is unprecedented in US history and appears to cross established constitutional boundaries. Additionally, existing US laws, including the Foreign Gifts and Decorations Act of 1966, stipulate that US officials must obtain Congressional permission to accept gifts exceeding a certain value, which is currently set at a mere $480. A $400 million jet clearly exceeds this limit by a staggering margin.
